Default JDM 2JZ swap stock. Running dangerously lean?

Ok.

So after a year of stalls and mishaps I finally got my swap running. I just installed an AEM UEGO wideband and when I took it for a drive it read pretty lean at some points.
It goes something like this:

IDLE IN NEUTRAL: 10:1 to about 11:1

IN GEAR WITH LOAD: 12:1 to about ~15

IN GEAR WITH NO LOAD (cruising with foot off of gas pedal) : In this condition my a/f seems to go full lean. Passing 17:1 and I read 3 dashes on the guage." - - -" Also Feels like the car has a slight "stutter" or "breaking up" not noticeable by passenger, but I am very sensitive to it and I can pick it up.

Questions I have.

Is this normal? RIght now I assume it is not.

If it is not normal, what could be causing it?

Here are things that I am figuring is wrong.

Mal adjusted FPR: I have an Aeromotive, and I have it adjusted to about 30 psi while its under vacuum as per FSM. SHould I try to raise the psi to maybe remedy this problem?

Mal adjusted TPS: During shipping my tps got shattered and I bought a new one. I adjusted it as best as I could by just feeling the idle and test driving it till the rpms were smooth.

VACUUM LEAK: This one I am pretty certain I have. My boost gauge reads ~20 in Hg of vacuum. Can anyone tell me what the vacuum value is supposed to be?

I have a stock ecu, and also a Mines tuned ecu. The Mines Tuned ecu is sitting in my garage, because I wanted to run the stock 2jzgte M/t ECU just for safety. (rev limiter, boost cut, etc..)

I did all the work myself, so this project means a lot to me.

Thanks for the input.

I may be wrong, but usually in gear with no load (during engine braking) it cuts fuel to slow the car?

ahaha awsome.. I'm glad. I'm just super paranoid. I adjusted the fpr to be a little richer. Towards 40 psi. I think I will adjust it back down again in light of this information.
