Default P/S lost at idle

yes i searched and just cleaned the soilenoid screen filter on the rack and now it finally stoped whinning. drained fluid and bleed lock to lock 40 times. at idle i have no power steering assist untill i rev past 3ish rpms. its a 93 sc300 with 125k on the odo. its got a slow leak but i dont know where its coming from. i really dont wanna pay for a new pump if its not gunna fix it. i read a lot of threads with people replaceing the pump and still not solving the problem. please help im gunna take the solenoid back out and see if it got clogged again.

well today i took off the ps reservoir off and put it through the parts cleaner. the metal screen in there was clogged too and could see alot of metal shaving that look like glitter. thoroughly flushed out the fluid and added new synthetic and replace the o-ring in the bottom of the reservoir. now my steering feels & sounds better then i could ever remember. i hope this helps anyone going through this. i saved so much money instead of getting a new pump/rack.
