SC400 in accident - need help

SC400 in accident - need help
The girl friend rear-ended someone. No!! I don't know what the hell she was doing.
The bumper, all the lights and left fender are damaged and need to be replaced. All the damage stopped short of the radiator. There's an aluminum cross bar behind the bumper which needs to be replaced and a small denting of the frame to which its bolted on the left side.
I took it home to fix it after the insurance company (Allstate) decided, against my desires, to declare it a total loss. This is besides the fact that both the collision shop and their (Allstate's) adjuster had repair estimates less than what Allstate determined to be fair market value. Of course they then proceded to deduct salvage fees (c. $700) and a deductible. I then get a letter from them opening with "Thank you for allowing us to conclude YOUR claim of vehicle total loss", the emphasis being mine of course.
I'm trying to start it and all I get is a clicking noise. Anyone know if there is a kill/disable switch that needs to be reset, the airbag was not deployed.
Also, I need parts on the cheap to fix it; anyone around the Seattle, Washington area know where I can get some front end parts (bumper, lights, aluminum cross bar, etc.)
This is a white '95 SC400.

Thanks for the reply dinhnerz.
She said the car made that noise immediately after the accident when the battery was good.
Also, I charged the battery at home for some time and it still made the noise.
