Default Cooling fan on the SC400

I don't know if this is a dumb question but the does cooling hydro fan only go faster when you have the A/C on and the rest of the time spins a lot slower?

yes it get's a little faster and faster as the fliud and car warms up

when the aircon is on its at its fastest
