Default AC recharge

I'm attempting to fix a leak in my 1998 SC300's AC system probably due to a bad O ring. When I evacuate the system, if the vacuum holds at 29Hg for 5-10 minutes then I can say that the leak is fixed. Is that correct? Also, do I need to add oil when i recharge the system to replace the oil lost because of the leak or during discharge?
