Do I need to change the tensioner when doing the TB?

Default Do I need to change the tensioner when doing the TB?

So I bought this kit off ebay:

And was led to believe it included the tensioner. It has the two pulleys, the TB, water pump, gaskets, and seals, but did not include the tensioner. The seller said that it is not necessary to change the tensioner. Is this right? Doesn't the tensioner generally wear out faster than the pullies? i.e. if you're going to change the pulleys, wouldn't it be expected that you'd also change the tensioner?

I was wondering the same thing, but changed it for $30 from RockAuto:

GATES Part # T43097 {No Pulley Attached**
Hydraulic Assembly

$30.79

The FSM has a procedure to check to make sure it is still good, but seems like good insurance from the PITA of doing it all over again earlier than expected.
