Catalytic converter: CA vs. non CA emissions. Any difference?

Default Catalytic converter: CA vs. non CA emissions. Any difference?

I need some help. I need to replace the rear catalytic converter w/ front exhaust pipe on my 97 SC300. My mechanic says my car is CA emissions. All replacement converters either one of us can find say "non CA emissions only." I know CA has very strict laws regarding emissions and cat replacement, but is there actually any physical difference in the parts? I live in PA so the CA laws don't affect me.
