OK the circled part is where the hose used to connect but the nipple broke off...the red line is where the hose is re-reouted...to those capped off things on top the throttle body...

that's exactly where mine broke off too while doing some random cleaning. picked up the part from Gazi yesterday, haven't installed yet but it seems the part (from a 95' sc 400) has an extra nipple that I don't know what to do. mine (93 sc400) doesn't have that extra one. do i just put a cap on it?

That appears to be coming off of your power-steering idle up up system that helps you maintain your idle when you're turning your steering at idle (compensates for the power drawn to operate the power steering). Although it is typically such a slight difference in RPM that you wont notice it (100-250RPM) but if you want to do it correctly you have to re-route it back to one of the ports on or near the throttle body. One way to test whether its the right port or not is by removing the lid/existing hose and check to see if the RPM goes up slightly.
