OBD 1 or 2? Which do I have?

OBD 1 or 2? Which do I have?
I have a 96 sc300. Which is suppose to be OBD II.
I used this web sight to try and find CEL light codes.

When I jump a wire on the DLC1 terminals. I get a flashing engine code of 25. Its clear as day and that is my only code.
So would an OBDII system do this? Or did someone probably swap an OBD1 system in?
Is a code reader necessary to read OBDII systems?
I'm confused.... Can I just look somewhere on teh ecm and tellif it's OBD1 or 2?

Right I know if your going by the year OBDII is correct. But according to the code readouts I'm guessing it's an OBDI. Can anyone confirm that jumping the two maint. terminals on an OBDII will give you codes?

Just FYI I tried an OBD II scanner. Plugged right into the OBDII port powered up and just said "no link" on the display. Then I tried it on my mini van it it worked great.
I'm leaning towards OBD1. Still Id like to get a positive way to ID the ECM box.
