Cooling Fan noise?

Cooling Fan noise?
Car: 95 SC400, 60K miles.. has hydraulic cooling fan.
Problem: Low intensity noise which is evident when car is coasting [when I let of throttle] (down hill) and is not related to speed and drowns off about 3 secs afterwards.
The closest way I can describe it is when propeller planes cut the trim on the propeller angle ... feathering sound ... frrrfrrrrfrrrr. This has lead me to focus on the fan.
The fan when spun by hand shows a bit of resistance one way and more free the other way. It does produce a clicking sound. Had the fan been electric, I could have disconnected it to confirm my hunch.
Other than the noise, the cooling seems to be ok. [temp gauge shows good reading].
My search on fan came back empty, although key word noise had lots of hits.
Any hints, advice would be appreciated.
