ecu stuck on 100% fuel ...wtf?

Question ecu stuck on 100% fuel ...wtf?

So i had a problem with my 1jz-gte swap in my sc300.......
..... i thought an e-manage ultimate would fix it ....just helped me diagnose a little better...
All my sensors are within parameters...tps, map, water temp, knock, etc.....
i've replaced my spark plugs and fuel filter...coils are good... wires are good...boost pressure tested the system...good to go...
thought it was the ecu, so i bought the e-manage ultimate...

i'm still getting stuttering and spluttering under boost....says i'm at 14 psi and fuel feed is at 100% !!!!!??????? what would cause this...??? the only things i haven't checked are the fuel pressure and the o2 sensor..... any ideas guys?
Would any sensors read normal but do this if they were bad?

two items of note....
1) my fuel ecu had gone out and i did the re-route to allow for 12v all the time....was told this would not matter.....did not have this problem for 9 mos. AFTER i did this, so not expecting this to matter....
2) pulled a fuel pump out of an sc400 when mine went bad....did work...was it a bad idea?? looked comparable....

i think the 12v mod is the reason why. i'm not sure so if someone can confirm chime in. the 12v mod from what i read on supraforums is done so the max fuel is there, whereas in normal cruising, i believe it should be around 9v.

if it is, why did it take so long for the problem to happen? That's my only problem with that diagnosis... not saying it isn't that...not ruling anything out right now!!! getting a wideband hooked up to see if it is o2 sensor messed up and also getting a fuel pressure and flow check done....don't know what else to do!!

i suggest to get a wideband 02 to find out more info. may be the 02 is bad
