Default feels like its gonna die out going uphill

I have a problem with my SC400 whenever I am going uphill and I apply the brakes, it feels like the car is about to just die out. I see the RPM needle going down and it idles around 300-400RPM. When I am on flat surface, it usually idles around 500-600. I haven't completely stopped on a hill yet just going really slowly like 4-5 mph. Any idea why it does this? kinda hesitating and such. Maybe the low idle to begin with? What is the SC supposed to idle at? I'm guessing around 1K RPM. Just not sure what to do, any advise?? Thanks.

do you know how to adjust it? like do I just turn that hex shaped screw clockwise a bit and it will start idling higher?

the IAC is a valve. it gets stuck on older sc's from being...well...old. a new one is insanely expensive. you can take it out and hand-clean it or even spray brake cleaner in while revving the engine. the latter solution should be taken to extremes. ut worked for me partially but it is a temp solution and will have to be hand-cleaned. good luck.
