boost will kill gas mileage, if you just use bolt ons you will get more miles as long as you can resist the urge to floor it.
as far as exact #'s i can get 19 with the intake and the exhaust hasn't been on long enough for me to know if it has helped.

Getting your engine serviced is key. New timing belt, water pump, spark plugs, wires, etc. then once your engine is running like new make your self an intake. Get a better free flowing exhaust. Quality oil and filters help as well. Lighten your car, c/f hood and trunk, if your comfortable with it leave the spare out. Small light weight wheel will help to, dont get 19"+ chrome deep dish wheels. I hear good things about seafoaming your engine but i have never done it. Drive like a grandma. Dont expect to be getting really any more than 20mpg city driving no matter what you do to your car. I get roughly 19mpg in the city, and around 23mpg on highway.

Full 100k service (not matter what your car's mileage is) and a can of seafoam. You cannot get better mileage than that.

That is not necessarily true. A stock supra gets more miles to the gallon on the highway than a stock SC300. I have a friend pushing over 1000hp and he just drove it to the huge Supra Meet in vegas this past october and he only had to refuel very little times. I dont remember how many times but the other people he went with had to stop more times than he did to refuel. I have an intake and exhaust in my SC. Before I had that I noticed that my car was a little gassy. Basic bolt on help the motor breathe so you get more miles to the gallon. As far as city driving goes the NA wastes less gas. It can sometimes depend on your driving style.

Boost will only kill gas mileage once you are in boost. When you are off boost and in vacuum you can tune your car to get superior gas mileage. Its all about the tuning. I think I remember reading in sportcompactcar where Mani's red Supra got about 31.1 mpg or somewhere around there and he's running more than 600whp.

jpvarghese is right. boosted cars that arent driven in boost all the time will get supperior gas milage from the scavanging affects of the compressor wheels pulling the exhaust gas out when the turbo isnt spooled. this occurs when traveling up and down through the rev range out of boost since the wheels arent at a set speed yet and will continue to spin faster than when the motor is pushing the wheels. under no load this does not happen and thus why freeway driving will not be affected nearly as much.

you can tune it whether its boosted or not =)
just get an safc and tune to the proper a/f ratio. out of the factory the cars run veeeeery rich.
tune up to make everything is clean and then fuel tuning will give you great mileage and the most power possible.

from what i remember, you can only tune the high map above 4000 rpm correct? anything under that the ecu will fight it.

Doing a BFI to your car will get you an additional 2-5 MPG.
I did some monitoring after I did my BFI to my 93 SC400 and found I was getting 2-3 MPG better mileage city driving and 5 MPG better mileage on the highway.
