Default hard steering

what exactly does the power steering valve do???
if this is bad would it make the sterring a little hard, i say a little but i'm a big guy so it might be a little for me an extreamly hard for someone else.
i flushed the system like the book said, got all the old fluid out. but the power steering valve is'nt hooked up, the two stems that come out of it are broken, if the car is on jack stands the wheel turns like a power steering should but when i put it down it gets hard,and both wheels are inflated right, if i'm moving it's fine but if i slow to park or something it gets hard, does this mean that its the valve.................................................
