Could a/c clutch cause loud belt whining sound???

Could a/c clutch cause loud belt whining sound???
I just changed my p/s pump and i still hear the belt whining sound even more than before. I was told it could possibly be the a/c clutch and that i should turn it off. Where is it and can it be turned off and could that be the cause of the whining?? By the way my belt was checked and it is just fine.
