I have a cousin just arrived in WA from Hong Kong and knows little English and currently have no car etc since he's here for college... He wanted to get a drivers license and get a cheap car later on as his home stay is on the top of the hill and his schools as about 2 miles at the bottom of the hill... Is there anything we need to know? I have no idea of what's what as I'm in Winnipeg in Canada....

well am actually from HK myself as well and my mom (knows very little english also) had someone teach her too but it was in seattle so if you could manage that i could ask my mom how much that was?

umm... I wonder how he could get to the driving school... it'd be funny if the driving school can go to Mt Vernon from Seattle. lol

But maybe what we can do then is since I'm going to to to Vancouver this winter, I might be able to set up times and where to meet for driving school....

So I guess you can go ask your mom how much then I'll ask if my cousin wants it.....

Oh yeah, Sherlock in Silver+Black, many people give props (I was spotted in WA once by a VWer and photo of the wheels taken in a their meet. lol)

she said it was around like 25-30 bucks an hour.. think in total she went for maybe 5-6 hours worth before she got the hang of it

Good luck trying to find something like that i Mount Vernon. It's definitely not very diverse up there. Best bet is to find a friend to teach them or (like the others have stated) find a school in seattle.
