Mine is fine.
Did you try pushing it back in? It should snap. If it doesn't snap back in, the clips are somehow worn and your dealer can replace it fairly easily and quickly.

I did it, but seems that it's not working at all (apart from the clip you can see a sort of foam / glue around) ... I ll visit my dealer on Monday and let see how it goes.

Finally I visited my assigned dealer today, in the meantime they fixed temporarily until we receive a new part replacement - under warranty -

As said above, what you're seeing is the double sided tape that holds the liner onto the car.
You have 2 options:
1. See the dealer - which appears you have
2. If this happens again, and you're out of warranty, its a very easy fix. I had to do this on the ground effects of my Camaro. You'll heat the plastic with a hair dryer, spray Goo-Gone into the tape, and slowly peel the entire piece off of the car (be sure to check installation manual in case something is fixed and you can't remove the entire thing). Use a blade and goo-gone and remove all residual existing tape. Wipe the clear surface down with alcohol. Then go get HIGH GRADE automotive double sided tape. Not the stuff from Autozone or Napa, you want 200mph racing tape (which you can find at Summit or Jegs). Apply and reseal.

I have this issue but not as severe. There are double sided foam tape and a bunch of clips holding this to the door. This piece wraps around the bottom of the door and there are clips on both sides. Honestly, I'm quite surprise to see this on a new Lexus.
