Power steering filters
First off, are thee in fact two power steering screen filters on the GS3s and 4s as there are on the LS series? And secondly, if in fact there are----is it necessary to clean them when changing the PS fluid?

Not sure on the number of screens but with the potential problems with the power steering pump it would be best to clean them/it. My car had about 54K on it and the screen was about 40% blocked. I took the PSR off and cleaned it with carb cleaner and flushed it with fresh fluid before reinstalling it.

Every lexus has 2 screens in the power steering system. One is at the bottom of the PSR. The other is on the PWR STR Solenoid. The solenoid on the pwr str rack has to be removed, then the plastic screen simply slides off for cleaning. They are always dirty, I've cleaned many. I would recommend only the mechanically inclined attemp to do this. Or your local mechanic.
