LX470 Electrical Problem

LX470 Electrical Problem
I have a 2004 LX470 with electrical issues. Three specifically:
1. When first starting the engine, the needles on the instrument panel flicker briefly.
2. The tachometer does not work once the engine starts, but all other instruments work.
3. The OBDII Data Link Port does not work (my code reader can't connect).
I'm hoping this is an isolated fuse issue that links all together, but seems like it may also be a grounding issue. Any help is appreciated. Also, if anyone has a wiring diagram, please let me know.
