What can I do?
I just found out that I have a '98 LS 400 with the California/New York emissions included as an option. I live in VA and want to know if there is any way I can remove or circumvent these systems to enhance my performance/mpg/etc. ANy ideas?

Your motor still rated at 290 hp, right?? Considering the electronic integration involved in your emissions control, I doubt that you would realized any gains by attempting any removal. In all likelihood, your performance and/or mileage would actually be worse.
I'm not going to open the can of worms labeled "intakes", but you might see a few (7 or so) more hp from, say, Borla exhausts. This would be an imperceptible improvement except for the subjective feeling, i.e., more sound = more speed.
Smog control has come a long, long way from when you could just yank all the hoses and plug the holes, like back in the mid-70s; unless you can remap the entire engine ECU in conjunction with all the rest of the drivetrain (and no one has yet been able to do much with deciphering Toy/Lex's chip), you'll just stink up your performance, your mileage and your driveability.
I don't think you'll find it doable unless you want to spend WAY more than your car is worth. Even then, it may not be possible. Why not get a GS430 instead??

All LS-400's have come with the CA package. It is not an option. When the breed was introduced in 1989, the engine knocked the industry on its ear because it produced so much power and was so clean.

All manufactured cars today being sold in the U.S.A. are set up for Cali emissions. Don't mess with it cause it will just burn your wallet up!!!!!!
