replaced O2 sensors at 60k (all 4)
plugs, rotors, caps timing belt, water pump, fuel filter, air filter, injector cleaning all done at 90k
car was runing for 1 hour and 15 minutes idling before inspection

CO % .24 limit .40 pass
NOx PPM 494 limit 875 pass

what do I do now?

You got high HC, so check the EGR system. The EGR on the SC400 is located on the left side of the intake. Sometimes the carbon bluided up inside the intake chamber and slow the flow of the EGR gas.

You can remove 4 12 mm nuts that hold the EGR valve to the intake and inspect/clean up the carbon.
