Brakes sticking on first gen gs

Brakes sticking on first gen gs
past couple weeks my 95 gs300 has been making noise while backing out in reverse and when arriving to a stop. Now the noise is coming while driving, just a casual SSSHHH SHHH SSHHH noise as if brakes are barely touching rotors. My pads seem fine.
Few things I've noticed include my parking brake slowly releasing and that my brake fluid is pretty dark, would either of those have anything to do with brakes sticking?

My 98 GS300 does that too. But only when I start it up in the mornings though. I will hear a faint squeak squeak noise coming from the brakes but goes away after about a minute of driving. Maybe my parking brake needs to be adjusted?
