i doubt it's an internal filter.

On my 96 SC400 its in-line and accessible from underneath. Look behind the rocker panel just in front of the left rear wheel.

Just like Carpe Diem said, the filter on the SC is located underneath before the left rear wheel. The fuel filter on Toyota/Lexus is life long( metal filter). I've never change the fuel filter on any customer cars yet and we don't have any problem with fuel filter at all. Some car will have the fuel filter inside the gas tank, such as RX300, 98+ LS400, 98+ GS and more.

I did mine as part of a 60k service and it didn't need it. Its a very messy (and dangerous) job. Unless you like having gas running down your arms and everywhere or want to try to blow up your house, I suggest leaving this one to a pro. Many say it should only be changed if you have a gas pressure problem. Me being a better safe than sorry kind of guy, I'd rather switch it out every 60k than have a pressure or fuel pump problem.
