Suggest you check the old posts on this topic also. There was great info on a filter screen in the steering rack that needed to be cleaned (first gen LS400). Mine was almost totally clogged, and I think contributed to pump failure and poor assist. The screen or cleaning procedure is not documented in the service manuals.

Last week I fried my alternator due to leaking PSP. I replaced everything and it cost me 900 bucks including labor. The parts were from NAPA, and I believe the pump was 260 dollars.

I've seen old posts that say this is a common problem in first gen LS400's. PS pump leaks onto alternator which eventually fails. I think high pressure PS hose is also prone to leaks.
