Anyone know how the defrosting wiper function works?

Not sure if I am not using it correctly or the function is not working. Is there a heating element on the windscreen where the wipers rest? I could not get the snow and ice off my wipers with it.

Did some searching and found out it actually heats the lower portion of the windscreen or is supposed to anyhow.
