I know there were alot of probs on the tilt away on earlier models. I had to just get it set in place and leave it on my 1999. I wasn't paying the high $ to fix.

DC
The problem is that when the car is turned off, it auto tilts the steer column up to facilitate getting out if the car.
When you started the car, it should returned to the preset position. In my case that only happens occasionally.

How much was it to just have it set in place without retracting?
Thanks
