We have confirmed that the fuse is good.

Local shop, (not Lexus) which I trust implicitly, says they have to tear the dash apart to diagnose the problem and that it will take a couple of hours to do so.

Then, they would have to order a part from Lexus and that could take several days.

Anyone have any experience or other ideas?

Check for the flasher in the electrical panel on the driver's side just above the dead pedal. I assume the "shop" checked both bulbs for continuity?
