Who is the company that is making the headlights, tailights?

Headlights are OEM Lexus 2013 headlights. I'm not sure who makes those tails yet.

hence the comment 09+ body style as they have the washers in the bumper...(personally i prefer them in the headlight as it gives the bumper a cleaner look) but if they turn out too work for the 07-09 i'd be fine with it seeing as i've never actually used the headlight washers...
They'll work on a 07 09. The black 2013 converted LS from Japan was a 07 09

direct swap??? or as suggested above would i need the fenders an bumpers too? because that may mean the hood and grille too...not worth it for a headlight swap... why not just sell my 07 and buy a 13'......

You'd need the entire front end. Hood, fenders, bumper, grill, lights etc. You can sell your 07 and buy a 13. You'll probably only get mid 20s on a trade with your 07 and a 13 will run you like 80k. So That's potentially 50k to get the refresh look and updated electronics on the existing chassis. If you're happy with your 07 you can convert your front and rear end to 2013 for around 15k...i priced it out at the dealership. The Job Design LS is a 07-09 converted to 2013 and so are the two in japan. I think I'd do the conversion over buying the new one.

I'm getting a set of the tail lights next week to demo. I'll post pics once it's installed.

Gettin pretty hype about these, I think these are the same right? I just hope they are brighter than what these look like, especially that pic that shows the third brake light on and the tails look kind dim..
