Don't have the service manual for your car looked at a couple different models both said 32 ft–Ib I think that is a safe spec.

If you follow this link, you can find "Seatbelt" under C&B & E/G Repair Manual ( 2003.8 - ).

Way too much, some call for 31 lb-ft at most.

Sure, I still wouldn't do that unless you have a new bolt and new threads. At minimum locktite it since they have it factory for those plus the seat bolts

Factory Service Manual doesn't say to use new bolts, therefore we know they aren't TTY. If they aren't TTY then torquing to spec at the factory didn't stretch the threads to the range of plastic deformation which means the metal will spring back to its original shape and they're safe to reuse and should be clean and dry then torqued to the specs in the manual. Blue loctite wouldn't hurt but torque values should be reduced by 20% when it's used.

Factory bolts all have loctite on them, that's why I said to go to 45 since they have increased resistance vs cleaning it off. I have actually done this on 3 cars and the bolts have a lot of drag coming out and going in if you don't clean them off that is sometimes OVER 50 lb/ft to get them to move at all, but whatever.....I still say clean them off and reapply new locking compound and set it to at least 40. Or just leave them as is and find out that 32 won't get them to move
