Post Failed emissions test on '92 LS400

My 92 LS400 failed emissions. Bummer. I've taken it to a local mechanic (S. sub of Chicago) who is suggesting the following:
Injection cleaner - $130
ERG valve replacement (Engine light is lit) - never been changed - $210
Sludge (I'm guessing carbon deposits) removal from manifold - $300
All O2 sensors - 3 are bad - $700 (parts & labor)
Both Cat's - ($350 ea. aftermarket)
The car has 165k miles and runs great. I was considering having the cats and EGR valve replaced with removal of the carbon deposits from the manifold. I wanted to do the O2 sensors myself.
Does this seem right to the group for emissions work?
Emission results:
HC (GPM) - 1.36
CO (GPM) - 25.9
CO2 (GPM) - 451.5
NO (GPM) - N/A

Here's where you can get some O2 sensors http://oxygensensors.com, and if you install them yourself you'll save a lot of money. I haven't yet, but will be ordering from that site sometime soon. They sell a universal one that works fine I've been told, you just need to splice the wires. I don't know about the other stuff on your list.

Too much $$$. In my experience:
O2 sensors, both, $520, Lexus Dealership
7 Injectors cleaned, 1 replaced, $170, Lexus Dealership

i would'nt replace all that stuff. whatever the engine light is on for replace that and see if you pass after that.

Can you post the results of your emission test? That would give us a lead as to what needs fixing. Hard to believe all those items are bad unless they have been fouled by nasty contaminents: leaded gas, oil...

Just got back from getting my LS400 testing for emissions again. This time...
PASS

Work done:
Fuel Injector Cleaner
Replace EGR valve
Total = $400

Thanks for everyone input!

Final emission results:
HC - 0.460
CO - 3.899
CO2 - 349.000
NOx - 6.021

Congrats on passing!

The EGR can muck things up and it is a simple fix. I've heard stories where mechanics will recommend replacing a boat load of stuff if they think they can pull it off.

How do you go about replacing the EGR valve and cleaning out the fuel injector? I would rather do that stuff myself then paying someone.

i thought u said 3 02's were bad? also the 02's behind the cat dont do anything but tell the computer how the cats are doing....something dont seem right here
