It's nothing unusual, they were fitted to all Australian spec LS400s after 1992. See the link to my thread here, they're on my car :

Yeah, that's nothing new to me. Here is a pic I have of a 2000 Platinum with them as well with fender side markers.. All the LS's in Australia came with them. (OEM) They were not added as aftermarkets.

Canada also has those headlight cleaners as standard equipment on older LS's. It is an option on 01+ LS's here in the states now. I have them on mine. The new design is different as they sit flat on the bumper and pop up when used. Canada has also had daylight running lights as standard equipment for several years now.

I don't know about the ones on the Lexus models...but the headlight washers on my friend's CLK are pretty strong...it shoots out a prettty powerful stream of water...definitely not a measley sprinkle that would prove useless.

Yes, the definetly are functional. They use the same washer bottle. They only work when the headlights are on, and they operate via a separate switch which is right next to the traction control switch underneath the audio head unit.
In Australia, they were released as part of a running upgrade to the 1st gens (the "series 2" as they are known here) in 1992. They have been on LS400s down here since then.

Hey guys,
From my many trips around the world, I have noticed
that the headlight washers were standard equipment
on first gen LS/Celsiors in Europe, Asia, Canada, and
Australia. I was considering getting a pair for my car,
but they really dont do much other than add a talking
piece. Just my opinion. Also the turn signals in the
fenders were also on the first gen's in Asia, Europe,
Canada, and Australia. A side note is, I also noticed
the second gen rims were available on first gen LS's.
Not sure if this was on only 94 models, or all, but
the rims make the car look really clean.
