Default Removal of Black Piece below the gauge cluster

I own a 98 LS400, and was wondering how to remove the black piece of plastic that sits directly below the gauge cluster (right behind the steering wheel). There are two small black ***** attached to this piece. It's probably pretty simple!

Thanks for any information- I wasn't able to find this anywhere.

You have to remove the steering column cover (look underneath) first. Once both the lower and upper steering column covers are off you will see how to remove the next panel and finally the instrument panel cover. Are you trying to polish a fogged or scratched cover?

You may also have to move the steering wheel to the left about 90 degress to expose another screw.
