Default Wind noise like from the front end

Just yesterday the car had developed a weird whistling noise coming from the right side of the car. It sounds like wind noise but it`s not because it still happens at very low speed (starts around 25kph) It isn`t from the drive line because I`ve put both of the rear wheels off the ground and put it into gear everything seemed to operate smoothly and quietly. I`m guessing the noise is not from the rear of the car. The noise doesn`t change when the rpm of the engine and I`ve tried putting into neutral when rolling, the whistling noise still doesn`t change. It just gets louder as the speed increase.
I`m confused here... what could the noise be coming from...

Have you lifted the car and spun the tires independently?

yes i`ve lifted the car everything looks to be fine. The sound still persist when braking, so I dont think it`s related to the brakes
