vsc lights on after I use OBD scanner

I used a new scanner to turn off a evap, code and after clearing the VSC LIGHTS CAME on. How do I clear I saw a few post about jumping the pins 3 and 14. Can some give me step by step process please.

Turn the ignition key on but do not start the engine. Wait until the VSC light turns off. It takes about 20 seconds.

unless you had it on for too lon and killed the battery a bit.
