What is it?.......Its a ground wire. That bracket, I'm pretty sure, bolts to the A/C. I know I've taken it off whenever I did my timing belt. If you cant find where it goes you should at least bolt it to the engine (anywhere) so that its grounded properly.

What type of work have you done recently? Is this something you forgot to put back on or did you just find it hanging there?

thank you for that answer, I bought my LS400 disassembled. without knowing what the previous owner had done it.

By AC he means the Air-conditioning pump. It goes under the ac pump and in front of the oil filter, lucky I looked I'm missing the bolt that holds it to the AC pump bracket. And that is a very important wire, a main ground to the engine.
