Camber issues, front LCA bushing?

Default Camber issues, front LCA bushing?

Took my car in to get an alignment and requested that the front be put at max neg camber. Got the drivers side to 3.2 deg but the passenger side is stuck at 1.4 deg. Guy says that he can't get any camber out of it and that the bushing is prob thrashed and dry rotted.

My questions is should I replace the whole lower control arm with a used piece or just replace the bushings?

Any one else run into this problem before, I searched but couldn't really find anything similar.
