Headlight Issues

Headlight Issues
Good Evening,
I have a 2000 LS400 and my headlights seem to be out of wack a bit. Whenever I'm driving at night and the headlights are on they seem to be tilted up a little too bit therefor I get people flashing their brights at me and even got into some slight road rage over it. Anyways, I took my car to a mechanic (non Lexus dealer/mechanic) and they said they could adjust the headlights but they may reset themselves due to the auto aiming/leveling system the car has. The guy said the left light was way abnormal and was tilted up too much...he fixed that..I think. They looked fine for a short while but I think they're back to their old ways again. Should I just take the car to the Lexus dealer and have them do it? Any estimate on a cost? I have read online that there are little screws behind the lights that you adjust the lights with but all the plastic paneling and covering that the engine and engine bay area have prohibit me from seeing anything further behind the lights.
One last thing, sorry I just want my car perfect, I have noticed on other 400's like mine they have daytime lights running where the brights are. My car during the daytime doesn't have those on and I cant figure out how to get them on. I turned my headlights on during the daytime just to see and nothing but the main bulbs and fog lights came on. Was it an option on certain 400 trims/models and mine just doesn't have them or what? One of my high beam bulbs is out, is that a contributing factor?
