After resetting the ECU no code on the way home. so hopefully it just needed to relearn the egr. It has been use to free suction of air with the broken pipe

ok i am still dealing with the wandering and instability on the highway and i have noticed that when going over speed bumps or dips the my ls seems to bottom out. I am wondering if my issues might be related to shocks/struts?

definitely, also upper control arms, lower control arms and lower ball joints are possibilities

strut bar bushings you already did, right?

Congrats on the repairs; you're almost there! Some things that you and our fellow CL members might not have considered are the steering rack bushings and the steering damper. My 90 LS used to wander horribly on the highway and driving in high winds was a white-knuckled affair before I replaced these parts. I went with OEM rack bushings, but having replaced the weak damper a few times over the years I went with a beefier one made by Monroe for the big, heavy LX's from RockAuto.com, part number SC2957, for $27. I did have to use slightly longer bolts, and a 1" chrome-plated spacer on one bolt to provide proper alignment and clearance, which was no big deal and cost $2 from Ace hardware, back in their bulk nuts and bolts bins. Steering feel is much more positive, very little play, did not affect steering effort, and gave much better highway control. Looking at the old dampers, I could never tell they were bad unless they were leaking, but mine never were. I had to take them off and manually compress/decompress by hand to guage the resistance, or lack of, each way. The originals just don't seem to last more than about five years, and at over $100 from the stealer, a nuisance to keep replacing. Taking yours off and checking couldn't hurt, and if it's bad, consider the heavier-duty Monroe as a replacement. In any event, replacing my steering rack bushings and the damper did wonders for my car. Just something to consider. Good luck!
