IS300 Lowering Springs on a 92 Ls400
I want to go really low (static) for now and was wondering if is300 springs would fit an ls400 and if so, would it impact the stock air suspension in a harsher way than normal lowering springs?

+1 NO
The IS300 weighs in about 3300#'s and the LS adds another 500#'s some odd. If the springs fit, you would be compressing them much more and any road impacts will cause the shock to be damaged as it bottoms out. The factory air is not meant to be driven that low. Some adjustable coils that get really low is the better way.

Wow.......
I would advise doing some research or jacking your car up to see how things work.
Air suspension means the car is suspended by air. You would have to buy all new shocks, mounts, bump stops and so on to even use springs of any variety. So coil springs=no air suspension.
Secondly you somehow picked the most far removed vehicle from your own in the Lexus family to use parts from.

since i own both cars, i can immediately tell you that the spring designs on the IS is MUCH smaller in diameter (plus the IS is much lighter as mentioned). they will not even come close to fitting!
and if you have stock AIR suspension, you cannot use even the factory springs on those struts! it's best to save for a full bodied coilover system.
