Radar cruise control keeps your car an even distance behind the car in front of you - three following intervals are selectable. It replaced the older and less reliable Laser cruise control system. Pre-Collsion System uses the same radar sensor and senses an impending collision, tightens the seat belts and automatically applies the brakes - the Toyota/Lexus system will brake the car down to about 15 mph, sounds an alarm and depends on the driver to brake the car the rest of the way to a halt. Similar systems from some other manufacturers can bring the car to a complete stop.
PCS and Radar Cruise control cost about $2,200 as options on the LS430. There is continuing debate in the DOT on whether PCS-like systems should be required on new cars. A body shop manager told me last fall that PCS is noticeably affecting his business due to fewer and less severe front end crashes.

It was laser instead of true radar cruise control on the 99-00 Japanese market Celsior - confusing since it was sometimes called "laser radar" in the literature.

Just wanted to update this thread that I finally did sit in a LS400 and definitely did not have headroom. It was a 1992 LS400 so maybe later years would be different but this one was not ideal. I was so sad. It only had 35,000 original miles too
