Not trying to sound discouraging but:
1: Dashboard is the incorrect shape
2: 97 Electronics are significantly different than the 94's
3: Climate control system is completely different on the 95 and up models
And even so, if you put it into a 97 LS400 and it actually worked, the chances are good that some of the text/menus would be in Japanese.
For that money you ought to take a look at aftermarket GPS units that would have a much higher resolution screen and MP3 connectivity. My G/F has a pioneer one in her 08 4Runner that was a little less than $500, and it is actually a very nice unit with a removable face

All depends how much wiring-hacking-fabrication experience you have and are willing to do. Plug and go, not close. That is an 11-'97 display so this was would likely be the 98+ models here. If you get the necessary electronic modules, you may have a chance at partial integration into your 1-LS. The work, time and $ would be extensive.
I agree, buying an integrated head unit here and having it fitted is a far easier prospective.

I come from different platforms to were all the hook ups for all options were there even if the car had them or not as long as it was the right gen, in this case its the wrong gen, both cars were made side by side in japan right? so if its like most cars there not going to have different wire looms, I would guess there's a few unused plugs. but with that said I haven't worked on this car yet and I don't know im just going with my pass with different cars. thanks for everyone's help

Wiring looms on Toyota and Lexus cars are almost always completely specific to the exact equipment and options each car has. There are no extra connectors for options and features not on a car.
We don't even know if the Japanese market navigation head unit you are looking at uses a trunk mounted hard drive as did the 98-00 North American LS400 or a trunk mounted CD drive like the 98-00 LS400 used in Europe.
I guess you could look on the website shown in the attachment. You have a better chance of finding a unicorn than making this work.

It just depends on the car\. On my old Cressida, it was quite easy to refit the higher option parts off other Cressida's in the junkyards. However, they started refining things in the LS400s considerably and in turn they usually required alot more smaller control modules and such that are scattered all over the car.
For example, in my 03 Escalade, the OEM GPS head unit will actually bolt right up and partially plug in, but the ones built without the GPS as an option are missing both the GPS antenna and a significant amount of the required wiring off of the main harness.

swapping components out within a generation isn't horrible provided you have basic electrical savvy and access to wiring diagrams.
doing it between generations however is a far more complicated task.
For your reference:
1st generation, UCF1x:
89-92= early
93-94= late
2nd Generation, UCF2x
95-97= pre minor change (~M/C)
98-00= post minor change (M/C~)
1st and 2nd gen use completely different chassis, very few parts are interchangeable directly, aside from certain aftermarket coilovers.

The down under/Aussies tend to do much more cross platform swapping than stateside modders. With fab skills and creative work-arounds it can be done. The UCF chassis was pretty specific and unlike past Toyota product that had some interchangeable parts, it has become less and less. You may also have to hunt down GS/Aristo, Crown parts to try and that is where the experimentation becomes big $.
