Is this normal?

Just like when the AC compressor kicks in and the revs rise slightly the PS pump puts an extra load on the engine and the idle up valve adjusts the revs to compensate.
With higher revs when driving and steering you wouldn't notice any change as the engine is producing plenty of power.
