this has been discussed many many times.
Basically everything that needs to be looked at on any ls400

Timing belt and water pump are first on the list. At that mileage, I doubt its been done, but after 20 years you might be due.
Other than that the basic things need to be checked. Fluid levels and condition. Any signs of leaks on the underside of the car. All the electronics are in working order.

Whats the asking price?

and what proof is there of the mileage? if no maintenance records, that's a red flag on the mileage. run the vin # thrugh the lexus dealership system to get dealer printout of maintenance done there.

search for the "power steering bible" on this forum.

Welcome to CL!

If you're asking specifically then amongst the things the guys listed above for any used cars you're going to look at, like denverdog stated, read the power steering bible, they tend to leak on 1st gen, check the clusters to see if they're still function as it should. Check the climate control LCD. Having a low mileage ls400 doesn't the rest of the components don't age, especially if it sits most of the time and doesn't get driven at all.

Welcome to Club Lexus.

Mostly it is the maintenance schedules for fluids and timing belt. Looking through the LS400 FAQ's will give you an idea of what is usually encountered with these cars as far as problems.-discussions.
