Default gass problem

Hello I have a 1991 Lexus ls 400 I am new to this I removed the gas tank to do a quorter panel replasement and I put my gas tank back and know My car is not working right it sputters at 2000 rpm and it won't exelerate I dont know what could of happen if I just remove the gas tank

possibly kicked up a bunch of sediment that got sucked into the fuel filter, clogging it?

or had a bunch of sediment settle on the fuel pump pick up screen?

I replaced the filter I have the gas it to start it up and it backfired on me after a gass it a few times and makes it go over 2200 rpm I can gas it and it responds nice but under the 2200 rpm its bad adle and backfired it was running fine before I removed the gas tank

Question

But than y is it that when it gets over 2200 rpm it works fine ? I looked into everything the fuel pump screen is fine the pump is fine to the car has spar on all the cablesand it still acts the same no throttle response what else could it be have I mention all I did was remove the gas tank :/

Recheck your install on your gas tank. Check the harness going to the tank, it might be damaged.

I not sure how to explain. The amount of fuel that the pump can flow usually measured in psi.

Update I check the pressure and there plenty of pressure I replaced my distributer cap and rotor and wires My spark plugs were black I assume it was that but it acted the same stalling when starting the car and when I gas it no responds and for the spark being black I think its to rich on fuel that can explane why My exhaust gets hot can it also be My pump .not.switching from
8 volts and pushing to much fuel or another thing My mechanic told me the computer might of got.fried the fact I welded the quorter panel???? So many things
