Electrical issue
Hi I am new to this forum stuff, and am not sure how to do the thread thing,
I went through about a year of trying to get rid of a check engine light on my 96 LS400 that gave me many codes and they were not consistent, I have replaced all o2 sensors, both cats, exhaust system checked, plugs, plug wires, coils, cleaned the fuel system and had the ECU rebuilt. So now I am down to a constant P0430 code and the car seems to run fine. When I installed the plugs I regapped the plugs to .034 like it said in the owners manual then I read under the hood of the engine not to re-gap plugs bought at the parts store. I thought for some time that I had just installed a bad sensor; however I am not so sure of that now. There are a couple of other things that make me wonder about the sensor being bad.
First, on two occasions the check engine light went out for in excess of 50 miles and did not come back on until I had shut off the engine and restarted it.
Second my speedometer sometimes does not start working when I start driving down the road, it starts up again after a while.
Third, the radio display does not display correctly, all the lettering is very faint most of the time, occasionally it is correctly displayed. It also would reset itself whenever the check engine light popped on.
So the question is; Could I possibly have a loose ground wire for the instrument panel or something like that going on, and where would I be able to check the grounds? Thanks for any advice you can provide.

What does that mean?
Basically this means that the oxygen sensor downstream of the catalytic converter on bank 2 (passenger side) is detecting that the converter is not working as efficiently as it should be (according to specs). It is part of the vehicle emissions system.
Symptoms
You will likely not notice any drivability problems, although there may be symptoms such as a rough/hard idle when cold.
Causes
A code P0430 may mean that one or more of the following has happened:
The catalytic converter is no longer functioning properly.
An oxygen sensor is not reading (functioning) properly.
There is an exhaust leak.
If you already did the downstream 02 sensors and cats my bet is you have a small leak that is very hard to detect. You may need to have someone rev the engine up to about 2500 rpms while a tech is checking for an exhaust leak.
In my opinion, the other problems you mention are common but unrelated to P0430.
