1991 LS400 IACV Repairable/rebuildable????

1991 LS400 IACV Repairable/rebuildable????
I've been attempting to locate a working IACV for my 91 LS400. I've purchased 3 so far, 2 on ebay and 1 at local salvage yard. All said that they were tested and working. I followed the test procedures in the Lexus shop manual for resistance and power acurator of the valve. Unless my test method is incorrect, none of the 3 work. When I test the terminals for resistance all 3 were in proper range. When I test for power, the motor ticks a little but it does not turn the worm gear in or out. So, its getting power and trying to turn but fails to drive the valve open or closed by twisting the worm gear shaft. On one I replaced the two bearings. No effect. I cleaned the inside of the motor and magnet with electrical contact cleaner. No effect. Should I expect the power test to move the worm gear in and out? I'm resisting buying new cause these things are so expensive. My question is... ARE IACVs really repairable or is my test incorrect?
