Default Trying to corect the ride height

Hey, what up CL. I'm working on a 99' LS400 with air supensions at school and we just drop in 2 new eletronic struts in the front and now the height of the is off by a inch in the front. From the ground to the fenders the Front-left side measures at 28" and the front-right measures at 29". But if measure from the ground to the LCA bolt like the service info says to it measure at 10" both sides. We switch the actuators from both sides and it still the same problem.
Need your help guys.
