ac help on 98 ls 400

i have 98 ls 400, the ac only work really well when i drive on highway. and the ac only kick in sometimes when i drive in city ( stop and go), any suggestion what is the problem?

also, check for anything that might be partially blocking the front of the condensor, like leaves or a plastic bag, etc.
