Default Need help with gas gauge 1993 LS400

I would appreciate help...my gas gauge does not register accurately. The needle moves up to the first line when the gas tank is filled all the way. After about half a tank is used, the needle bottoms out. When the tank is nearing empty, the orange warning light does come on. From what I have read, the problem can probably be resolved by pulling the dash, and either replacing the cluster (circuit board) or replacing 2 or 3 caps on the circuit board.

My mechanic is afraid to attempt replacing the caps. I am looking for an independent mechanic with experience in this area who lives in the Chicago area (western suburbs would be ideal). Looking for the least expensive way to fix this problem. Any ideas would be appreciated.
