Default it this natural? (fan comes on when turn key to the on position and stays on)

My fan come on when i put the key in and turn it to the on position and stay on .

Either one is not normal. The radiator fan comes on at a certain temperature unless ya have a direct switch hooked up and the interior fan, I think, is just barely turning until you turn on the HVAC.

Heater fan relay is probably bypassed or stuck. Pull the fuse cover under the hood by the battery and check. The layout should be under the cover if you don't know which one it is...

Also check the sensor unit (if it is plugged into radiator). I believe it is on driver's side behind radiator. Mine was unplugged and the fan was always running - plugged the sensor in and it stopped.
